Charger issues maybe

I'm using the supplied usb charger for my brand new 401 and it seems like its charging sporadically. I plug in a dead batt and the light turns red for about 30 seconds and then it goes green, then it goes red, then green, red, green, red, green, ad nauseum. Is this normal?

That is normal. When it's done it will be green constant with a quick flash of red then back to green constant.
