Your mix will consist of these four basic items to start:
1)Flavoring(s)
2)Nicotine base - I prefer to use USP Grade 100mg/ml. Any type of VG/PG base is generally ok.
Nicotine base is extremely toxic until diluted. Be well organized, use gloves, have a spill plan, transfer in ventilated area. The best storage is a locked freezer in an amber bottle filled to the neck. It oxidizes/ages in atmosphere quickly.
3)Propylene Glycol (PG)
4)Vegetable Glycerin (VG)
Mixing tips:

A 50%/50% mix of PG and VG is a good place to start. Too much VG doesn't work well for slow wicking tank atomizers.
Google "diy eliquid recipes" and start with mixing small batches.
Most recipes with a single base flavor are not that great.
Pick a fruit recipe with 2-3 flavors. These are generally ready to vape immediately to a day.
Darker colored and complex recipes generally need to steep for days to weeks. Some of them are not palatable(soapy or just plain nasty) until they steep.
Hardware:
I use the syringes described below to measure everything.
-1ml Luer Lock Syringe and 20 gauge Luer Lock Blunt needle -
Good for measuring flavors and nicotine base with reasonable accuracy. You will use these the most. Buy at least six to start.
-3ml Luer Lock Syringe and 20-18 gauge Luer Lock Blunt needle
Good for larger flavoring quatities and adding distilled water. Buy at least two.
-10ml Luer Lock Syringe and 14 gauge Luer Lock Blunt Needle
Good for filling smaller dropper bottles with the final mix. Buy at least one.
Good for dumping VG/PG into the mix for 15ml batches.
-20ml Luer Lock Syringe
Good for dumping VG/PG into the mix for 15ml-30ml batches. No needle needed. Remove the plunger and hold your finger over the outlet. Fill it to the desired graduation, hold outlet in bottle, insert plunger and dump the contents.
