vision maz tank stone v3

I just bought my first set of these from a vendor I trust. Two questions:

First, the draw seems far tighter right out if the package than I had expected. Is that normal?

Second, all 3 are very tippy on my ego batteries and my epower 18650. They seem to screw into place correctly, but the whole cart tips freely. Is it supposed to do that?

I suspect the two problems could be related. Can someone advise me?
