Funny... I've rarely flooded any atomizer, on any e-cig, using any cart filler method. Just lucky I guess.
(Leaking... now that's another matter.)

Okay, after about a week of using the double fold Rho mod I find that it is the best mod on the ECF forum to date.
This is just my personal opinion* of course.
I give it the "Two Thumbs Up Award" 
I have used it and it's variations on 10 e-cigs, 510's, etc. including my personal favorite the Ultra Realistic Dse084 with the "smallest cart" around. It has increased vapor consistency, capacity, throat hit & almost complete usage of varied brands and strengths of the ever precious nicotine liquids.
All I can say is... Vaping Excellence!!!

I guess you can say the basic concept of the mod is "FRF PTB" for Folded Rolled and Frayed.
Folded: using a whole bag, half bag or something in between there is a small fold (or two or three) on the top of the mod.
Rolled: After the material is folded it is rolled with the fold on one side. This gives us the spiral on the top allowing the material to surround the atomizer bridge leaving tall rings on the outside and short rings on the inside. I find the best results when it is rolled loose. I did use an ink tube from the inside of a pen to roll them at one time to speed the process but I find that it leaves to big of a hole in the middle that may lead to leaking.
Frayed: Working with the theory that the liquid will move towards the folds we fray the bottom to kinda force the issue. What I have been doing is not fraying the outside layer. After rolling I would unroll slightly, about twice the width of the cart then fray what is still rolled up (cutting long way towards the fold almost all the way to the fold.) The frays, I think, help allow the middle of the mod to shape around the atomizer bridge. Having the outside layer un-frayed, I think, will allow the outside roll to keep tall (even a little taller than the cart) as well as make it easier to place in the cart for the first time of after refilling.
PTB: This is the material we are using: Pyramid Tea Bags. Sometimes the Lipton brand name is mentioned also in the name.
There are some details that found its way in the original name that describes how parts of making this mod is done. For example, for what I am using now, some would call "Double Folded Loosely Rolled and Frayed Lipton PTB mod." There used to be the word plug in there at the end since initially this all started as an attempt to plug the top of the cart. The important part of the FRF PTB mod is the order. I have used, what I would call, the "RFT PTB Mod." Basically using a whole PTB or half and rolling it, folding it then trimming it to size. I have even used the "RFT (reverse) PTB Mod" where you would roll, fold trim then take out and insert back in the cart with the folded end on the top. This is actually what I would probably use if I had a "thinner" juice that leaked.
This is where it gets interesting (right now.) One issue that some people are having with this mod is the fact that depending on the consistency of the juice, the size of the cart (different e-cig models) and varying drag pressure leaking occurs. From my experience, when it does happen it would be after it was sitting for a while and not in the middle of a vape session. As you may know, I am a really big fan of the Lipton PTB material BUT one of its limitations is the size. After all, if I used a sponge mod and filled the cart with juice and not have the right amount of sponge, that would leak too. I feel that with a material simialr to PTB but one where we can determine how much material is folded rolled and frayed we can solve the leaking issues. Some of you have seen that there are "Cheaper alternatives" to PTB. Even if was the same price I feel it would be worth a try to see if more material in the cart would make that magical difference.
This weekend I will be searching for a material to test and I will make sure to keep you informed. Who knows maybe there is a FRF Ribon Mod? Im sure that someone is already using it. I am not here to have a mod named after me. I just want to get the most out of it... the cart that is.
Seriously though, the goal is great taste, vapor, throat hit, consistency and holds as much juice as possible so it lasts longer. Leaking and flooding attys are issues that need to be addressed. Wanting a non-leaking cart and one that does not flood the atomizer is a given not a goal.

I did this mod yesterday and It has worked like a champ all day. Now I have to switch all my carts out this weekend. You should apply for a patent. Thanks for the great work.

quick update:
1- ribbon and organza: You know, before using the Lipton brand PTB I used the Revolution brand. It was not only a different size but it was not easy to work with. Now compared to the sheer ribbon and organza material I would probably go back to Revolution first if Lipton stopped making PTBs. I guess I'm a little spoiled with working with Lipton but it IS that much easier to use, for me. Not completely giving up, close, but right now I have a good supply so I am going to continue, for now, with Lipton PTB. I got some new juice, if I experience some leaking I think I would use more of the PTB and add another fold. (just a thought) I am appreciating its stiffness making it easy to fold, roll, hold shape in the roll and stay tall in the outer layer.
2- Cleaning PTB: please please please clean your PTB. Its not hard and it really makes a big difference. Im not saying after every use or even every day. But once in a while and you will really appreciate the taste, vapor and hit.

Yah, I just did that. Washed the PTB, cart, AND atomizer. Huge difference. Been using them three exclusively for 3-4 days now, and was getting hard to draw, less vapor, less flavor, almost no hit.
Now I just can't get enough of it! Beautiful! Maybe flooding the atty added to that, but hey, as I said - I'm an expert at that. 
Bottom line: Wash your PTB, cart and atomizer regularly. It really makes a world of difference.

Workaround for PTB sticking to the atomizer when removing cart
rhoneil, i just wanted to quickly say thanks and how much this mod has completely changed my vaping experience. I had no idea how long my 510 could go without refill, and on top of that the flavor is 100% better. I had a cappuccino juice that I had all but given up on--it had a faint muddied flavor of coffee at best. After your mod I can really taste the cream and its such a clean flavor now. I attribute it entirely to the better wicking action.
Now to my slight deviation... I was having trouble with the PTB coming out as I removed my cart--it kept hugging around the bridge and leaving me with juicy fingers! To avoid this, when I roll it I give it a slight outward angle/roll such that the tip (where the folds are) is in a cone shape. At this point I dry fit the cart. There's a few mm to trim off the other end to get a good fit in the cart, so holding the cone in shape you can trim the other end flat. At this point your PTB should be in the rough shape of a short, fat pencil...flat on the "eraser" end and pointed on the "pencil" end. The benefit seems to be in the action this gives inside the cart by forming spring action in the center with less on the outside. This seems to keep the PTB from grabbing onto the bridge. I am not currently cutting/fraying the inside, but I would imagine that would work as well.
Maybe its my PTB material, maybe its my cart, maybe its my previous technique, but that was the only difficulty I was having with this mod and this seems to help. If anyone else is having similar issues, please give this a try.

Thanks much for making all the videos and coming up with this method. So far it's working great and I'm amazed at how much juice the carts will hold.
My early mistakes with PTB were using too much material and rolling to tightly. Using your method with a DSE901 I only use half a tea bag and I'm able to get about 18 drops in it before it tops out. Using less material, having the folds at the top and fraying the ends seems to be the magic combo.
I bought my wife a small mini that has a round cart with a plastic "cup" insert (don't know what the heck it is, but you can see a pic at e Cig Products.) Using your method took 1/4 of a bag and held about 11-12 drops. It takes a little patience and a few cuss words to double fold a piece that small, but it works!

p.s. When filling the small clear "cup" on my wife's unit, I could actually see the juice hit bottom and start wicking it's way back up to the folds.... pretty cool!
