Is nicotine measured per ml or per bottle?

Just learning, I just got a 30 ml. bottle of unflavored VG, 26mg nicotine, does that mean there is 26 mg of nicotine per milliliter or is it 26 mg. for the entire bottle???

I'd like to make 15 ml. of 7mg nicotine.

I have VG mixing liquid and 26mg VG from Liquidxpress and some flavoring

If I mix 10 drops of 18mg Nic juice with 10 drops of 0mg Nic juice, I get 20 drops of 9mg juice ok? I get that....

... now 20 drops of 18mg juice mixed as say, 10 drops of 18mg Nic juice with 10 drops of 18mg Menthol Nic juice, what do I get?

a. 20 drops of 9mg Menthol juice
b. 20 drops of 18mg Menthol juice
c. 20 drops of 18mg Nic juice with a hint of Menthol
d. 20 drops of 36mg Nic Juice with a hint of Menthol

Then it's going to be c. 20 drops of 18mg juice with a hint of menthol because 10 drops of 18mg no flavor and 10 drops of 18mg with flavor will be 20 drops of 18mg with a hint of flavor :P
