NIClite---water with nicotine.
Found this on another thread and thought it might be an option since we add water to the liquid anyway.
It might be weak, but, for those like me, it might work.

At 4 mg nicotine per 8 ounce bottle, it delivers 0.0169 mg/mL of nicotine.

Worthless as an e-liquid component, you might as well just add water.

the boiling point of nicotine is higher than water, couldn't you reduce the liquid to increase the concentration?

Yup and after boiling down the whole bottle you have 4 mg which is 0.04ml or 0.4ml or .004ml (don't care to think about it enough).

Good luck collecting that...
