It definitely is a no brainer. However, as the ecig is currently in a gray area (not technically a tobacco product) and nicotine does not have a written age limit (like caffeine), there is nothing that binds any supplier from not selling to minors except for their own moral duty not to do so.
That said, most suppliers of ecigs were once minors and started smoking because of the ease in ability to purchase. Most suppliers have been smokers for a minimum of 15 years and know the struggles involved in reducing their tobacco.
Worst case scenario, some ahole supplier shows up and starts marketing these to kids and the ECA is simply doing what they can to show the ecig opponents that nicotine to minors is a serious thing and regardless of what laws and regulations are written, ECA members choose to take the moral high ground... and regulations should be considered to enforce on those who choose the alternative path.
I also did not know this: OutWest pointed out that in Oklahoma, their goal to stop sales of tobacco to minors is only 80%. That means, they try to get at least 80% of the people selling cigarettes to minors. What's interesting is their goal should be 100% enforcement, yet it is only 80%. I believe currently, they are at around 70% enforcement.
Like you have noted with Meagan's Law, which is what we should be really focusing on as a nation in protecting our children, some states just don't take things as seriously as others, whether that be from lack of funding or whatever other reason. As an industry, we have to self impose and we have to ask legislators to uphold what is best for all involved.
