Look at it from a different angle though. A mod sees a picture in a post of one person kicking another person (real photo or film). That mod CAN look at this rule and say 'well, look, the rules tell me I can go for this poster' (and/or delete that picture).
Then the next more sensitive mod comes in and sees Tom going after Jerry with a hammer... oh noes... giving bad example... I'm going to delete that post and give the poster a warning'...
What I am meaning to say: try to be as concise as possible when making rules, try not to let it be interpretable in different ways - and I think this is an example where those different ways are possible.

Suggestion: add to the second part 'when it's part of the first part' (well, put in better words...) (and if a rule is needed for pure and alone graphic pictures outside of this context, then it will need a different rule).

i think its more of blood and gore type thing or a picture/vid that can be taken as a serious threat.

I could post examples but it would be in bad taste

Add a movie rating? PG perhaps? PG13? That allows things like Road Runner and Tom and Jerry, and makes it pretty clear that the latrine scene from Full Metal Jacket would be inappropriate.

That picture of a guy hitting an old lady comes to mind in the LOL and smiley thread. I found that offensive! I AM an old lady after all.

i think it is important to bring into account the difference between a reported problem and publicly allowed joke.
