How do you find out which mg you should use? Is the 11 better to start with or just do the 8 the lowest if you were a pack a day smoker on a light cig?

Start low and go higher gradually if it doesn't work. Have some higher around for times when you get cravings and need a little for a spike.

I go the other way... if you start low, you have to buy different juice. If you start high, you can cut it down. Personal preference...

It is personal preference and I fully understand someone with a high tolerance needing higher amounts of nicotine. The thing I have in mind is the many overdose stories I've heard, some people are quite sensitive to nicotine and can't tolerate anything but low doses. Overdose effects can be pretty unpleasant.
Another thing I think isn't good is vaping a constant level of nicotine. That is not how we are used to it, we would have a smoke which gives a spike and then nicotine levels in blood fall again. That increases effect and reduces tolerance. If you take it all the time you just lose the effect or have to raise the dose to get effect. Low or zero with spikes of medium or high is the closest to the dosing method we are used to with smoking.

i'm currently using 24mg when I need a heavier dose and 16mg the rest of the time. I was a two pack a day chain-smoker. But, that being said, everyone is different and has different tolerances, etc. For example, when I tried the patch i was smoking while wearing the patch. *hides face*
It will take some experimentation to find what works for you. And, if you find you have ended up buying juice that's too low, keep it on hand for days when you only need a light dose. If end up with buying juice that's too strong, offer it up in the classifieds/swaps area.
