Regarding a ban and stockpiling
I've seen many folks talking about their 1, 2, 3, and even 4 year stock of supplies. So my questions are these:
1. Batteries, if not not used for a period of time, will drain until un-rechargable. So shelf life of bats?
2. Pre-filled carts, or "cartomizers"... shelf life until the liquid inside dries out?
3. Shelf life of e-juice, before the nicotine is rendered useless, or the juice becomes too coagulated to be vaporized?

I honestly can't imagine a ban lasting longer than a year. And you should still be able to get supplies anyway.
But as for your questions... Li-ion batteries have a shelf life of 2-3 years. I haven't seen it discussed but some people freeze their dead computer batteries with good results. It may be worth a shot.
The shelf life of nicotine is a whole different ballgame. That nicotine water that came out a few years ago had a shelf life of 1 year because it had a preservative in it. Someone with a chemistry background needs to answer this one because PG may prolong or shorten the shelf life. It would be interesting to see if adding that same preservative to e-liquid would help.

I do still have a few bottles around holding e-liquid I bought 15 months ago (and no saying how old it allready was then) - and that's still okay (I do keep all liquid in the fridge, except for a few-days-ahead amount that goes to roomtemperature). That liquid is still okay. So I don't think 2 years would be all too far off as a minimum.

There are many ways to inhale essential oils.
The nicotine is the only thing that may be in contention.
There is no way to control, stop or delay hundreds of little shipments from getting in.
Yes, they can stop by name of item or supplier or manufacturer.
Names change.
From my experience in the nutrition industry. I see the crack down on unsubstantiated claims, improper labeling and consumer fraud. Thats my take.
I may be wrong and there will certainly be cause if this makes it through.

Yes there are definately shipments that are being held up even shipments from the company I am manufacturers representative for.
I have advised them on these issues as none of my shipments have been delayed all large orders that I received and I have received all orders have been opened and inspected. Than resealed with the green tape of authority and delivered.

I was just being a smarta$$ eliquid. I have heard 2 year before also. It was purely a dig at the manufacturers cart claims.

Well I'm sure you could freeze it, but what would be the result after thawing?
