Vaping Alien

Okay - going down in history as my first thread on here, and it's a silly one to say the least.

The guy who turned me onto vaping and all of this good stuff and I can't remember who this character is, or where we saw him....

From what we recall; on some SciFi show (Star Wars, Star Trek, Babylon5 - something along those lines) there was a greenish character in a white outfit all the way to his chin, that had two vapor producing devices protruding from his outfit around his chin area, apparently he required the additional vapor to breathe air.... (See where I am going with this?) As we recall, his hairless head was greenish and we remember tentacles of some sort...

Other than that, we are drawing a blank - it's been bugging us for weeks! Any ideas?

There was one on Star Trek The Next Generation, Too. That's so weird because I was just thinking about that guy the other day when I was vaping.

He didn't have it in every scene he was in. I think it was just in the first Star Wars movie, as well, not the sequels.

It was on Star Trek the Next Generation. Wesley was studying for his Star Fleet tests and the blue skinned guy, another sutdent, had like a little tray that hung just under his chin with the vapor just rising up to his face.
