My guess is that different brands use different additives that affect hit and flavour. It isn't looking like the nicotine itself is necessarily causing differences.
Since I'm a wally I voted for nothing so I could see results easily. I hadn't thought that I would be doing any comparing myself. Then I remembered that I have some Freesmoke coconut flavour in both high and low nic levels. I tried them both and there didn't seem to be any difference to me in harshness or flavour.
So if I could vote I'd say same harshness and same flavour.

this should be it....same taste different nic content.
i did some tests on regular carts myself (same results),
but i think some liquids are made to simulate analogs.
lighter flavor analog cigs have less nic, stronger more and so on.
so a liquid like that with low or no nicotine would be just "warm air",
with very less to no hit/flavor/harshness
