VAT refund from Ruyanxpress?

I was thinking about ordering some extra parts for my KISSbox, and while looking at the prices, I noticed that they include VAT. Does anyone know how to get a VAT refund for online orders? My only other Euro purchase, from http://www.smuke.eu automatically removed the VAT. I'll write them and ask about this, but I have a feeling he won't be able to just refund it directly.

I wonder about the VAT charge as well, if you get an answer please let us know (especially me) lol, I haven't hit the confirm order button yet, but have come very close 3 times now but something is holding me back.... Maybe its the 140+ devices I have sitting in my living room along with a refrigerator full of refill carts...lol

I recieved this from Ludo (ruyanxpress.com) regarding the VAT

It is illegal to sell without VAT included, even to the USA, the government in the Netherlands is very serious about this issue.

yeah, I got the same answer, and he pointed out that he sent an extra Yentyl battery to make up for the VAT. I had forgotten that. I thought the battery was for the delay on shipping. I guess Portugaul and Holland have different VAT regulations. I thought the EU was all the same.
