Here is the reply I have just received from Rutoo...

Dear Mister Peacock,

Sorry that we give our reaction so late. You ask us to give you more information about our FAQ in combination with the in ingredients of our cartridges.

In the attached files you can see the ingredients of our product. You are right about the FAQ on our website. The question that you send us before is a real good one. The ingredients of the cartridges are not hazardous. The only risk is the addictive nicotine. We will rewrite our FAQ so soon as possible.

I hope you will understand that Rutoo is not liable when cartridges are refilled.

Vriendelijke groet / Best Regards,

Mr. E. van Essen
Customer Relation Manager
Rutoo B.V.

If anyone can tell me how to post the pdf's they sent me by email on here, I'll put them on here

If you have access to a Web server, Michael, you can FTP the documents to the server, then create a URL link to them. Use the complete address, eg. http://www.myserver.com/fake.pdf, and then highlight that link and click the URL box above. When the link opens, a Web browser worth its salt will recognize the PDF format and open Adobe Acrobat reader automatically.

Well that's good news MNZ. Thank you. I never received a response from them, but I'm glad you did.

And yes, they are right. They are not liable when people refill. They did warn us. But I'm glad that they are rewriting their FAQ's with the proper information.

You done good MNZ.

Well, I will grant that they are giving a good response. This is a good result, and a triumph for active and alert consumers. Good Job, MNZ.

That said, I don't believe they are any more sincere than any other bad company wringing their hands and saying, "we're taking this VERY seriously," after they've been caught.

update:- 30th July

Just went to look at the rutoo website and the FAQ hasn't changed at all, it's still the same text talking about hazardous substances.

Bloody plonkers !

Many thanks for your ticket. The liquid that are used for refilling is not tested by Rutoo. Our cartridges are tested for a toxicology investigation. The way to implement it in a cartridge is really special so the taste and the nicotine stay in the cartridge for a long time.
"Yes, the way to 'impliment it' in a cartridge is so special infact that top secret agents are given classes for three years, at which time they undergo complete psychiatric testign ot evaluate hteir mental state of mind, and if found to be slightly above the I.Q of a common household plant, they are then certified and given complete liscence to take a syringe, and squirt the stinky liquid into the cartridges, and then seal the thigns with plastic so it stays wet logner, but shhhh- htis is top secret, and noone is sposed to know about it, so keep this on the Q&T please"

A look over Rutoo's ingredients list shows that they use tabanone to give a tobacco taste and flavor. E-Cig liquids use tobacco oils (called absolutes or extracts). But here's what the chem directories say about tabanone:

Tabanone:
recommendation for tobacco cyclohexenone usage levels up to :
2% in the fragrance concentrate.
recommendation for tobacco cyclohexenone usage levels up to :
not for flavor use.

Sooooo, Rutoo's product is still a great unknown. And tabanone is 15% -- not 2% -- of its e-liquid content. Tabanone is fine as base note for men's fragrance, but it's "NOT FOR FLAVOR USE."
