I've been trying to find the answer on the forums and haven't yet (though I haven't exhausted every single link, so I'm sorry if it is somewhere!)- is there a manufacturer that sells only VG-based liquids or carts?

Yes. They have an option of PG or "non-PG", which is what they call glycerine.

It probably is glycerine but they've never told us what their ingredients are, that's a guess (unless you have insider knowledge Bertrand

Actually, I didn't imagine it:
"The primary ingredient in our Non-PG formula is high food-grade vegetable glycerin"
