|  is it consider illegal? to order cartridges i  since the cartridges contain nicotine .?since every countries got tax on tobacco . |

 | you just answered you own question  Nicotine is NOT tobacco. There is a tax on Tobacco NOT nicotine. There are no huge taxes on NRT's (nicotine replacement therapies) ...
