Yes, it will be affected.
They are trying to place Nicotine-Bearing Liquid into the realm of prescription-only. This would mean that only FDA approved eLiquid would be allowed to be sold or purchased in the state, and anyone caught with it would be subject to enforcement for handling a prescription product without a prescription.
Regarding non-nicotine liquid, if passed, then expect any run ins with good old Johnny Law to figure they can not be sure if it has or does not have nicotine content, which in turn can lead to arrest and detainment until such time as they prove you were not handling a prescription product.

Then expect other States to follow as well. CA sets the example and then others follow and then nicotine juice will be illegal in the U.S.

There's quite a grey area there. Suppose the FDA banned a certain OTC cold medicine and made it available by prescription only. Would you be arrested if you still had possession of it if it was the version bought legally OTC before the ban?
If you can prove that you bought your e-liquid legally before the ban then I don't see how it would be illegal. Are you suggesting that they realistically would order an edict that all e-liquid that was legally purchased must be turned in to the police or destroyed by the individuals who purchased it?

Again this a quite a grey area. Are you suggesting that you could be legally arrested and detained for the possession of flavored Vegetable Glycerin for personal use?

What? Where are you getting this from? It's not part of SB400 as I read it. Is there another bill in the works?
