Not if you have the right manufacturing facilities and confidence in the market demand I guess. They're not very complicated. just difficult to keep them affordable unless you can crank out huge volumes.

China Will Bring In Public Smoking Ban by 2011
Smoking in indoor public areas including the workplace, public transport vehicles and some outdoor working spaces will be banned from January 2011, it has been reported.
The Ministry of Health (MOH), states the ban is in accordance with the requirement by the World Health Organization's Framework Convention on Tobacco Control. China began participating in the World Health Organization Convention in 2006, agreeing it would be in full compliance by 2011.
The smoking ban is hoped to reduce the number of smokers in China, estimated to be 300 million people. Smoking kills around 1 million Chinese a year.
A solution to the smoking ban in the UK is the electronic cigarette. The artificial electronic cigarette is a smoking alternative designed to look and taste like a real cigarette. It can be used anywhere in England, Scotland, Wales and Ireland where tobacco smoking is banned. The electronic cigarette is excluded from the smoking ban law, Health Act.

As one poster on there says - BS! Looks to me like the founder of that forum has got confused between China & Hong Kong.
