However our products do not fall in any of these categories. As nicotine is not an unapproved drug nor are they banned by governmental agencies.
According to the FDA its an unapproved drug delivery device.
The bottom line is, unfortunately, that Paypal can refuse anyone's business, and can get away with freezing accounts pretty much at will. Their freezing of accounts has been a problem for a long time. Paypal isn't a bank, so isn't subject to federal banking regulations. Lawsuits on behalf of customers haven't gone well. For example, one class action suit was dismissed, another suit was settled, but it left Paypal free to continue without restrictions. So, they continue to freeze accounts and pocket the interest while the account is frozen.
Personally, I use Paypal as a necessary evil, but have never used it as my 'bank'. Money goes in as needed for transactions, comes out as soon as I get notice of payments, and then is transferred out of my linked account just as soon as it gets there. It's a pain in the butt.
I wish you luck with getting your funds back quickly.

I too use Paypal because I sell on eBay. They have outlawed non-electronic payment methods. So, I'm stuck and I have to use them. I don't sell enough on eBay to justify getting a merchant account. I gave up my merchant accounts because they cost about $40.00 every month each whether you use them or not. I no longer have an ecommerce web site.
Paypal isn't a bank, they just play one on the internet.

I worked for that man since I was 17 I loved that job it was my life.. many of nights I'd be sitting at home working until 10pm or later.. even on weekends.. hell just last night i was up until 11 doing work.. no I'm trying to decide what to do to chill for a couple days before I start job hunting.. wouldn't do for me to be doing interviews still ticked off

Good call, that's actually what I was thinking, you could corner the merchant services market for e-cig suppliers just for starters.
