Ecigs deliver the nicotine, plain and simple. The ability of ecigs to make ultralight and light smokers develop symptoms of nicotine overdose offers compelling evidence.

Conflicting data makes a scientist crazy.
On one hand, some studies have suggested that uptake of nicotine from vaping might be as low as 10%.
On the other hand, I've produced data myself that shows an efficiency of around 40% in getting nicotine from the cart to the vapor.
In order to square my results with the studies, then a 25% efficiency from vapor to body would be required (for every 1 mg vaped, 0.4 mg makes it to the vapor, and for every 0.4 mg in the...

I ran the vaping experiment with an argon trap, and under the conditions I used, for every 1 mg of nicotine vaped, 0.46 mg of nicotine made it into the vapor... 46%.
I've been arguing for some time that there's a "40% rule" in play for vaping versus smoking. I've observed empirically that a good number of vapers who "find their level" tend to vape 2.5X more nicotine per day than they used to smoke per day.
