    Default Nicotine content question

Probably a stupid question. But in regards to ordering E-liquids on the internet do you guys know if when they say the milligram content (say 11mg, 16mg, 24mg) are they usually referring to the nicotine content or flavor strength?

    Thanks in advance!

    It's the Nicotine.
I'll take my nicotine without the carcinogens, thank you very much.

Usually, the 11mg, 16mg, 24mg refer to the nicotine content, and the flavour strength is divided into regular strength and double strength
