USB vs. Electrical outlet

Does it generally take longer for things (e.g., e-cigs) to charge from a USB charger hooked up to a computer than when charged from a regular electric outlet? If so, approximately how much longer for e-cigs?

it took mine a while to charge from a usb. usually around twice the length of time or more than an electrical outlet. It was a generic pen RN4072 model battery and usb charger.

i also found that the usb charger does not fully charge the battery.
after the full light on the usb it will still charge for another 15-20 minutes on the usual charger.

I only USB-charged a Mini Fooger and it took a substantially longer time than from mains.
