No, mix them in a bottle. Use the bottle like you would any other bottle to add to the atty or cart or carto. (Depending on your method of vaping.)
Think of it as Kool Aid. The flavored nic is the powder packet and the doubler is the water. Your cart is a cup and your mouth is the atty.
The empty bottle is your pitcher.
edit: And the more "water" doubler you add, the weaker the nic strength.

Yes, a separate bottle. Tasty Vapor usually sends a bottle to mix in if you order nic juice and a doubler, but it never hurts to add the request in the comments.
(And go for small quantities when you start mixing, so if you screw up, you don't have much to throw away. Reserve larger mixes for when you have the hang of it.)
