No. they drop the voltage. say u use two 3.7 batterys in your mod. that makes it 7.4v then u use the hv atty to bring it down to 5v or whatever. the so called sweet spot for vaping

No I've been using a 5 volt usb passthrough on my 510 for along time. One thing you should know, it's hard to go back to low voltage vaping though. At least I can't

HV attys are used to reduce the power output. learn ohms law to figure it all out, but in short battery voltage divided by atty resistance = current draw. then take current draw and multiply by battery voltage to get Watts (Power). A normal 510 bat is like 3.1 volt and a normal joye 510 atty is 2.2 ohms, put a 5 volt battery on that 2.2 ohm atty and it is going to increase the power output (atty will burn hotter) if you have a problem burning up attys or don't like the taste of vape at that power you can put a higher ohm atty on it and effectively reduce the power. doing this you can really match batery and atty together for the vaping experience you want. Most people seem to like to vape in the 6 - 10 watt range, so i've read. dse-510 attys run in the 3.2 ohm range and drew (Nhaler) sells hv attys at 4.5 and 5.2 ohms. At 6volts some people use the 4.5 atty and at 7.4 volts some use the 5.2 (some also use the regular atty at these voltages also) you'll just have to experiment with all that, at 5 volts in my limited experience I would start with the joye atty and then maybe try the DSE-510, If I figure right the joye would put you at about 11 watts and the DSE would be about 7.8 watts - something like that.

Yeah lol I realise this may FORCE me to get a batt mod but oh well 
I use the PT way more than my manual batts anyway.
