Cloupor T8 from Fasttech is around $80.00. Has many features, works fine. It's rated to 150 watts, though some complain it can't do it. MINE DOES. Uses 2 - 18650 ( high drain ) ( high amp (( 30/35 amp)) ((( good quality ))) batteries.

Not online for under $140 for a 100-150w? Are you looking for a mod, batteries, charger, and an Atlantis for under $140? The only way to get all of that at your price point would be online.
If you're looking only for a 100-150w box mod at under $140 at a B&M check out these: Sigelei 100w, 100w+, 150w, & the Pioneer4You IPV3 & IPV4. You could definitely find one of those mods in the $140 range. They're all dual 18650 regulated series boxes, so if you're looking to run an Atlantis with the .5 ohm coils, at 30w the batteries will last days. The higher wattages you go, the less battery life you'll get.
Edit: or the SMY God Mod. 3x 18650 & up to 180w

Not online, it really depends on how much your local B&M will gouge you for hardware. For example, you can get a Sigelei 150W online for anywhere from $80-$100. A local B&M to me is asking $130 for it. Another local B&M to me is asking $170 for the same mod.

Yeah you will get gouged at the local shop and have limited selection. You basically just need to go into a shop and see what they have. If you have a few shops near you go to all of them. Prices and selection will vary greatly.

Why would you need a 100-150W device for the Atlantis? That seems to be just asking for problems.
