The Washington State PEBB (the board that manages health insurance for all public employees in the state of Washington) will begin charging a $25/month insurance premium increase for tobacco users starting in July 2014.

At the moment this does NOT include e-cigarettes :) (see below).

Here is a link to the PEBB info page: PEBB - Tobacco Use Premium Surcharge
.. and a PDF : View attachment PEBB_TOBACCO.pdf
and here is the relevant info for a record in this thread:

About the tobacco use premium surcharge[/h]A monthly $25-per-account surcharge will be required in addition to your premium if you or any enrolled family member uses a tobacco product (even if the family member does not live with you).
If more than one enrolled family member uses tobacco products, you will not pay more than $25 per month.

[h=3]What are "tobacco products"?[/h]Tobacco products are defined as any product made with or derived from tobacco that is intended for human consumption, including any component, part, or accessory of a tobacco product. This includes, but is not limited to, cigars, cigarettes, chewing tobacco, snuff, and other tobacco products.
Tobacco products do not include:

  • Tobacco cessation aids approved by the U.S. Food and Drug Administration (FDA).
  • E-cigarettes (their tobacco-related status is under review by the FDA).
[h=3]What is "tobacco use"?[/h]Tobacco use is defined as any use of tobacco products within the past two months.
It does not include the religious or ceremonial use of tobacco.
