So what I did was heat a test tube with menthol and alcohol in hot water and it turned into clear liquid. It takes a bit of time but after repeating the heating and cooling process a few times it should look like clear liquid in room temperature. And this is when I think this dillution operation is fully completed.
So how did this work out. I have some menthol crystals comming and plan to give them a try. Also ordered some super concentrated oil based mint flavoring. Yes I know oil is bad for atomizers but if it only takes a drop or two for 10ml of liquid it should be OK. Straight Bickfords doesn't work. Less mint flavor than JC juice.

Oil as in essential oil? If so 1 drop to 10ml is probably way too much. One drop from 3ml pipette(22 drops per ml) to 10ml would give you concentration of (1/22)/(10+1/22) = 0.0045249 = 0.45%

So is there a definitive answer on how to make menthol liquid yet? Seems like a lot of experimenting.
Also, I'd like to suggest trying Rocky Mountain Vapor's menthol. I got the 18mg as my first e-liquid and I can honestly say after trying 3 other vendors...nothing even comes close. It was as close to a real menthol cig feeling I could find. The coolness, taste, etc. I found it too overpowering at times even. They finally have it back in stock and I am ordering more today.
I would still however like to know how I could roll my own...

I found the same using cheap vodka around this proof, but it re-dissolves below body temerature, so keeping you juice in your pocket works well to keep it homogenized. You can also just rub or hold it in your hands and it recombines pretty quickly.

TW sells menthol drops that can be added to the liquid after you have concluded your tobacco process... I would recommend simmering at a very moderste temperature... "not Boiling".. boiling tends to produce a bitter aftertaste with the baccy. I find that a very light couple of drops of veg oil will keep the flavor of the tobacco fresher or for lack of a better work the integrity of the flavor depending on what classs and brand of tobacco you are using.

You might try Nhaler's High Voltage Super Menthol m-- no personal experiences here but when Drew makes it you can pretty much count on it ... IMHO

FWIW I was a menthol smoker for a few years in between my "regular" analogs and I personally love the menthol from V4L. IT really has that menthol kick but tastes.. cleaner.
I'd at least give it a shot if I were you.
