Question Can I use the wall (mains)->USB adapter I got with my phone to charge vaping accessories?

A few days ago I received a PCC from TW which is powered by a USB connection. After awhile I realized I have a couple wall to USB adapters I recieved with a few devices (phones, Ipods, ect...) and have been wondering if I can use it with my PCC, a passthrough, and whatever other accessories I might buy.

The adapter I'm thinking of using has a labeled output of "5.1v=0.7A" and came with an LG Versa cell phone.

I searched for awhile and couldn't really find anything specific so I figured I'd just post and hope an electrician is out there, rather than experiment, and possibly blow up my PCC.

Also, I've read it is better to charge any lithium-ion battery with "lower (slower) power chargers over the higher (rapid) chargers." Can anyone expand on this? Oh and in layman's terms please?

Yes, yes you can. For a device to work with USB, it needs to fit within a specific framework; that applies to usb via pc as well as from a mains outlet. so yes.
