Rolled and loaded into a pen style cartridge, it looks like there's a lot of space left. It's that "space" that provides the consistent flow everyone speaks about. Using too much of the tea bag diminishes the draw.
I might add that it's not necessary to thoroughly soak the tea bag either. For me, about 7 drops is sufficient. It doesn't take much effort to add a few more drops whenever the cart starts to dry.
Give it another shot and let us know how it works out.

I've been using filters as well.
Also, if you pull apart a coffee filter - at the bottom - there is like a mesh. I cut and use (roll) the mesh part exclusively. Seems to work well so far.

I've seen several posts about the possible use of cig filters for cart material. I would not recommend using the commercial forms. There is a reason ...... addicts avoid using them.

Anybody ever try laboratory filter paper? I'm thinking Whatman #1 qualitative may work well due to it's thickness and speed.

We have Mighty Leaf tea at my school and they use a silk like pouch. I am going to buy one today and try it out! I would post a photo but my post count is too low.

I'd avoid using them if they are fiberglass crazyhorse. As I recall the whatman papers I last used were made of fiberglass. If you have a cellulose based Whatman filter media it may work well, However they may not hold much fluid as they are designed to filter liquids vs. retain liquids.
Let us know if you do try some cellulose filter media.

Another tea bag material
If you go to a korean or japanese supermarket, you might be able to find what my wife and I use every night for tea. It's a packet of 100 tea pouches for loose leaf tea. It's got an interesting consistency that might work - I wicked some liquid into a small piece, and held it to the metal mesh. It *seems* so far that the mesh wicks better than it, which I think is a good thing. I'm going to try it out tonight and see how it works. If it works well, I'll try to post something more descriptive. A pack of 100 is super cheap - like $1.50.

I remember it as a strong and durable paper and I expect even quite washable but I'm relatively sure there wouldn't be any 'glass in #1. I have a box of 7.0 cm papers out in my shop so I'll check it out.
My idea for this paper as filler came from the fact it is not designed to retain liquids. I'm thinking it should be thick enough to hold quite a bit while rolled in a cartridge but effective at wicking the fluid out to the atomizer. Purely an uneducated guess. It will be a while before I get around to testing any alternative media but I'll report back here when I do.
