YOU AGREE that the E-cigarette information on this website is provided on the strict understanding that use of Ecigarettes in any way is neither proven safe nor proven safer than cigarettes.

The use of Electronic Cigarettes may entail risk and such risk is entirely that of the user and not attributable to ECF. No liability extends in any way to ECF by the use of e-cigarettes or by any use of the Website resources or by purchase of any materials viewed on the Website or on other websites reached via ECF. Persons who do not accept in full the risks of using such products or ECF resources must leave this site immediately.

ECF does not support or condone the continued use or habit or custom of consumption of any substance by any means and the availability of resources or links to materials or products on this Website for use in the consumption of any substance is for research or for evaluation purposes for occasional use.

No warranty or guarantee in any form is offered for any service or information or product published on this Website. Consumers should consider any product or use of any advice seen on the Websie as unsafe unless advised otherwise by a suitable professional.

The viewing or locating or purchasing of any product either through the Website or on another website linked from the Website does not attach any liability in any form to ECF. ECF does not approve or verify the safety of any product mentioned, seen or advertised on the Website. It is not possible for ECF to inspect or test or otherwise approve the tens of thousands of products that may be seen, heard about or reached through the Website, therefore a purchaser MUST EXERCISE DUE DILIGENCE. A recommendation on a forum does not represent diligence in any form.


2. Definition

ECF deems e-cigarettes to be an alternative smoking method for consumers and no materials of any kind published on ECF in any way by any person may alter this definition.


3. Use by smokers only

Ecigarettes should not be purchased or used except by persons who are already smokers of tobacco products. There is no evidence that ecigarettes are either safe or safer than cigarettes and the user assumes all risk in the use of such devices.

There is no evidence that ecigarettes can reduce risk for smokers or that they can be used to reduce tobacco dependency. ECF does not advocate the use of ecigarettes for such purposes and advises that you consult your doctor in person to discuss the use of ecigarettes.

Users should know that the use of ecigarettes as an additional or alternative method of nicotine consumption or for zero-nicotine use is unproven as regards safety. There may be risks and the user assumes all risks, and releases and indemnifies ECF against any or all such risks.

THE WEBSITE MAY ONLY BE USED BY PERSONS WHO AGREE THAT THE RISK IS THEIRS ALONE AND NOT THAT OF ECF.


4. APVs

An APV (advanced personal vaporiser or 'mod') is a specialised e-cigarette that we define as one that requires user-replaceable generic rechargeable batteries and that has at least one additional feature or function not normally available in a standard e-cigarette although that feature may be limited to increased battery life.

Such devices must be used in accordance with the instructions of the supplier. Even so there is an increased risk when using an APV and the user assumes that risk and holds ECF harmless.

Only rechargeable batteries of the correct type must be used in APVs.

Only 'safer-chemistry' batteries such as Li-Mn or Li-FePo4 cells should be used in APVs.

Unprotected Li-ion batteries or non-rechargeable batteries (primary cells) must not be used in APVs.

Unless the supplier provides evidence to the contrary, they have no product liability insurance or safety testing certification or approvals for their products.

APVs have better performance than standard e-cigarettes but there is an increased risk due to the charge density of the larger batteries. This is especially true if Li-ion batteries (also known as Li-Co) are fitted either intentionally OR BY MISTAKE DUE TO BATTERY COUNTERFEITING. APV users MUST TAKE PRECAUTIONS to ensure they do not fit Li-ion batteries as ECF regards these batteries as potentially having elevated risk, especially when used in a metal tube APV, and more so if paired in series.

ECF WARNS APV USERS NOT TO FIT Li-ion BATTERIES IN AN APV, AND TO ESPECIALLY ENSURE THEY HAVE NOT FITTED Li-ion BATTERIES IN A METAL TUBE MOD. Paired batteries are known to have elevated risk and buyers should make absolutely sure they are following correct current advice.

Use of an APV is entirely at the discretion of the buyer and the buyer assumes any and all risk. ECF assumes no liability for correct or incorrect use of these devices. Buyers should know that APVs have potentially more risk than standard ecigarettes, due to the inclusion of a larger battery or multiple batteries. Incorrect use presents real risk, and there is no evidence that even correct use is without risk.

ECF ADVISES THE USE OF Li-Mn OR Li-FePo4 RECHARGEABLE BATTERIES ONLY. All batteries must be used with due care and safety precautions must be observed both while in use and when charging.


5. Safety

The use of ecigarettes and the consumption by inhalation of atomised e-liquid is not tested by approved medical research or by any safety authority as being a safe practice in any way or without risk or advisable in any way shape or form. We advise that the use of an e-cigarette may have risk to health in one form or another and the user must accept the risk in its entirety and hold ECF harmless.

By using the Website you acknowledge that materials published are generally those supplied by unqualified persons with no qualification or professional capacity to provide such materials or opinions. All materials must therefore be taken as the opinions of unqualified individuals.

Unless a supplier provides evidence to the contrary, there can be no assumption that e-liquids contain safe materials for inhalation or even that the constituents are known or measured or analysed. ECF assumes no liability for correct or incorrect use of e-liquid by inhalation. There is no evidence that such use is safe and the buyer assumes all risk for such usage.

There is a known fire risk when recharging lithium batteries and ECF advises that all proper precautions are taken. Such precautions include the use of a Li-Po charging sack and recharging batteries on a cement garage floor or suitable alternative. DO NOT IGNORE THE KNOWN FIRE RISK WHEN RECHARGING BATTERIES.

There is a known risk of explosion when using an APV and that risk is increased when using a metal tube APV and further increased when using two batteries. USERS OF METAL TUBEMODS MUST TAKE SPECIAL PRECAUTIONS TO ENSURE THEIR SAFETY. Such precautions may include using only metal tube devices that conform to the EMSs specifications for metal tubemod safety, and ensuring that the batteries used are of the 'safer-chemistry' type. Some experts regard all use of APVs as dangerous and buyers must be fully aware of this fact.

UNDER NO CIRCUMSTANCES MUST Li-ion BATTERIES (standard basic unprotected Li-Co cells) BE USED IN A METAL TUBE APV.


6. Product approval

ECF DOES NOT APPROVE any products in any way whatsoever. Resources or references to products or the advertising thereof or of practices or procedures does not entail approval by ECF in any way.

ECF considers all products related to e-cigarettes and e-liquid to have an associated risk. The user must assume that risk and the user holds ECF harmless.

The buyer of any ecigarette-related product assumes any and all risk and must minimise such risks and agrees that no liability attaches to ECF for any use of such products whether used in accordance with instructions or not and holds ECF harmless.


7. Other websites

ECF has no control over the content of other websites. Content on other websites is not approved or recommended by ECF IN ANY WAY WHATSOEVER. ECF does not and cannot regulate the content of other websites. ECF cannot control content on other sites or decide if it is safe or not.

NO OTHER WEBSITE IS RECOMMENDED OR APPROVED BY ECF IN ANY WAY.

ECF DOES NOT APPROVE THE CONTENT OR PRODUCTS SEEN ON ANY OTHER WEBSITE IN ANY WAY.

By following any link from this site to another, YOU AGREE that the risk is yours. YOU AGREE that products seen on other sites may not be safe. YOU AGREE that advice seen on other sites may not be safe. If you do not agree, then DO NOT follow any hyperlinks from this site.


8. Advertising

You will see advertising and affiliate links on the Website. The publication of adverts or affiliate links does not indicate approval of any product by ECF. ECF cannot test and approve products and the buyer must exercise due diligence.

The Website uses Skimlinks and other affiliate links to generate revenue and wesite users should be aware that links on the Website may be affiliate links.

ECF specifically warns users of the Website that adverts and links do not indicate any form of approval for a business or product in any way.


9. Local laws

ECF does not enforce local laws because such laws differ according to location and ECF is a global website.

ECF CANNOT DETERMINE if the content of any website whether the ECF website or any other website is legal in the jurisdiction of the visitor, and ECF DOES NOT ACCEPT ANY LIABILITY WHATSOEVER for determining such legal compliance. You must determine the meaning and application of your local laws yourself.

E Cigarette Forum also known as ECF is a trading name of EC Forum Limited, a company incorporated in and operating in England. All communications with, transactions with and sales by EC Forum Limited shall be governed exclusively by English law and the parties to it agree to submit to the exclusive jurisdiction of the English courts. EC Forum Limited owns and operates internet websites including www.e-cigarette-forum.com. All references in these Terms and Conditions to the 'Website’ shall refer to www.e-cigarette-forum.com. All references in these Terms and Conditions to ‘you’ shall refer to any user of the Website.


11. Access and Registration

Your use of the website and services is entirely at our discretion and the service or your use of it may be canceelled without notice at any time.

When you access the Website (which includes browsing and any use, by the employment of any device or by any means) you are deemed to have accepted the Terms and Conditions of use of the Website, whether you have logged in to the Website as any category of member whatsoever or have not logged in to the Website and are using it as a Guest. 15. The Agreement

Should any part or term of this agreement be held to be unenforceable or invalid then that part, term or condition shall be deemed severable and the remainder of the agreement shall remain valid and enforceable.

EC Forum Limited reserves the right to change the terms and conditions of this agreement from time to time, as well as the details, including price, of goods and services available. Any such changes will take effect from the moment at which they are posted on the website.


16. Communications

No communication by email or telephone shall be deemed as a contract and neither shall any material enclosed attached or described be considered as any form of agreement nor binding in any way. All such communications shall be taken as personal opinions expressed without prejudice and not the considered opinion of EC Forum Ltd.

Communication with EC Forum Ltd shall be by registered letter delivered to the address below and signed for. EC Forum Ltd will communicate with you by registered letter.
