Life, Liberty and the pursuit of Happiness were put in the founding document of our country for a reason.

He did not hijack a plane if I remember correctly.

He was a U.S. citizen and he was a terrorist, Which were the 2 qualifiers in your post.

Technically it can blow-up... (Show me an actual report, and I will not bring mine.)
The things below are just some POSSIBLE reasons... not anything that has been known to happen... not that I have read. (Most of the things are real, though I doubt the frequency of an occurrence is anything to worry about. Laptops are allowed and they explode, and so are cell-phones, and compressed inhalers.)
The airplane makes a constant high-pitched whine, and that could activate the coil. Even with a shut-off for a long drag... Continual turning on, without evacuating the fluid, could eventually cause enough heat to ignite the expanded battery. The battery expands as it heats, and energy is being consumed, also creating heat.
LiIon batteries normally have a solid shell, and an explosion chamber, and an suppression gas. (Depends what the battery is manufactured for.) Our batteries are just wrapped in foil and pushed inside the tube. A needle can poke through the battery package and cause it to explode. The air-pressure from the airplane constantly rises and falls as the plane is in flight. Your body adjusts to it, but sealed soft-shell devices which can expand and contract, adjust by expanding and contracting. Imagine the battery expanding inside the hollow tube, without the protection, pressing against a solder-joint, and it then turns on... It will result in a fire.
Ok, so that is far fetched... but technically possible.
Keep it unassembled, in your pocket... and toke in the toilet. It is not like they are going to smell it, unless it does catch fire... Then flush it safely, and blame the odor on the guy before you. (Sure they will make an emergency landing, just to investigate the electrical fire smell, but you get a free room for the night, and dinner and breakfast!)
I am not promoting the use of "Fake cigarettes" on airplanes... If you find a fake cigarette, and can identify it for me... I will be sure to avoid it.
However, I will not stop using my nicotine delivery device, which is not a cigarette, and is not fake, so thus, it is not a fake cigarette. It is a real vaporizer. LOL.
I bet that cell-phone mod looks interesting now!
How about an inhaler version?
I know, paint it to look like a pencil, or get the pen-vape.
If they are banned, they are banned... drink more alcohol. Just don't fart near an open flame on the plane!

Airport Security .... The Facts (Or atleast what worked)
I just tried to set my smoke detectors off at home.
I climbed up a ladder with 2 janty sticks and vaped the crap out of them and blew the vapor right into the detectors for 2 minutes.
Nothing..
