There are different ways to do this. I've found the easiest way in the video below. I do two boils usually, and don't bother with the paper towel bit - just leave them to dry 3-4 days. I also usually just boil 15 minutes. 20 minutes is ok too.
There is also a turkey baster method. I may get the baster out and try it to see how it compares. But nothing is simpler than dropping your cartos into a pot of water, rinsing them out and leaving them to dry. It's worked for me every time I've cleaned a bunch of cartomizers.
