Sounds more like a Website Glitch than a Shipping Policy.

Certainly was strange!
We were having difficulties with free localized shipping. The original glitch was the shipping options would just vanish and local customers were not able to proceed with their order. The tech support team had to resort to the help of their engineers, which ended up blocking All the US!
