Well, from what I read while researching for this story, the discounts are not so big any more. They are limited to discounting tobacco to no more than 5% below the going local price. Alcohol (which has no immediate deadly effects, right?) is limited to 10% below going local price.

I guess local governments were tired of losing tax revenue, even from people serving our nation. Only reason I can see to impose a price floor like that exclusively on AAFES stores.
