Went to wal-mart.. only found 99.5% glycerin skin softer, and some stuff in and enema bottle for ****tin.. lol. I heard you can get it at like target/Kmart/walgreens?

I get Wilton glycerin at Michael's craft store in the cake decorating aisle. It's $2.29 for a 2 ounce (59ml) bottle.
Is Glycerin safe?

You can also buy both PG and VG at a few places online..Bickford flavors, Lorran Oils (look under miscellaneous) LiquidXpress, JuicyLiquids
Hobby Lobby carries it in the cake decoration section. They also have a nice selection of LorAnns.
If you want larger quantities for about the same price, use:

I had no idea this stuff could be gotten so cheaply. Based on the information posted here on ECF by knowledgable and generous people like Walrus and Razor, I had already discovered LorAnn's modestly priced flavorings.
