It's quite the opposite to BML.
Sometimes they take pre-orders. You pay in advance, and you have to wait for the goods.
Then again, it's all negotiable...does not hurt to ask.

hmmm...I'm going to ship items half way across the country to a total stranger with the understanding the he will pay me later.......I don't think so.
No. I think some of you must not understand, or you're just pulling my leg. Bill Me Later is a type of credit card that you pre-qualify for and when a merchant accepts it, it is like Visa or MasterCard or any other credit card. The idea is for the purchaser to be able to quickly complete the transaction quickly. Kinda like those fast pass things on some gasoline pumps I suppose.
And when I say "quickly complete the transaction quickly" I don't mean "double quick" but that means, for me, it might be too much to post using the "quick reply" tab cuz I don't preview my post so I can proof read it.

I have a Billmelater account, they're owned by Paypal now.
One thing Paypal does that is similar is Paypal Buyer Credit -- if you can't afford your vape right away I understand, so you might see if you qualify for PPBC and you can do it that way.
I don't see why not if they accept pay pal as they still get their money immediatly. In fact if they take Pal Pal they wouldn't know wether you used the Pay Pal bill me later function. But I don't know if any of them except Pay Pal. I also have a bill me later account with Pay Pal.

To the OP : as a couple have already said BillMeLater is now owned by Paypal and most vendors don't take paypal. You can find a couple rare ones who do though.
i try to stay way from pay pal . i wish the sites that took pay pal would take visa as well , i would rather only use my debit card .
