I'm guessing you're talking about my PIF post? No, it doesn't have a charger, and you'd need an atomizer to go with it as well. If you REALLY want an Npro, they have the starter kit at 7-11 for $20...
You should check my blog, though.. the RN4081 is not a very good PV to start with. I'd go with an inexpensive Riva starter kit, you would love either of them.
