There are many "cooling agents", Koolada is the trade name for WS-3 and is derived from menthol. WS-23 is a similar compound but gives its effect more on the tongue than Koolada / WS-3. Read more here Cooler than Menthol

Koolada doesn't need to steep. There's no reason to limit it to 1% if you like it, add more. I have one friend who say it tastes strong even at 0.25% and another friend who finds 2% koolada only mildly minty. Also try ws-23 as an alternative.
