That last one could be especially tricky for the cops to enforce, due to the well established common-law principle that “whoever smelt it, dealt it.”

it gets cold in Maine, right? And what happens when you are outside, breathing in the cold? you exhale vapor, right? and you might have fun while doing it. Kids might see it, and start smoking. So the solution is obvious, no outdoor activity should be tolerated in maine when breath might be visible. Sends the wrong message!
