Yes, but there is another, much more controversial, substance that is allowed for both medicinal (therapeutic) and recreational use. Why can't the same principle apply to nicotine?

There's a court action and a payment schedule established with Big Tobacco from the previous suit. State Governments depend on the income stream these days. They have loans to repay.
