I would second the laser tag idea. My son (7 years-old) had a friend whose older brother (10) talked him into laser tag. The mix of kids ended up being about 50/50 younger/older and everyone had a blast.

Wow, how much fun. It has been so many eons since I had to plan for a birthday party. LoL
My babies are both nearing 40. wow But I have some old fashion ideas for you kiddoe's party.
If it were to be outdoors, you could have a back yard party.
Have games that turn into contests and have small prizes to award. That is always fun.
With water (have the kids bring bathing suits and a towel).
You can get paints (or make your own with flour and water and food coloring and
put it all over the water slide and have them all painted. hahaha
or if the weather is not great...... have a movie based party. Hang up a big sheet and rent a
projector!

If he is into sports could always do a sport themed birthday using his favorite teams colors and games that go with it, like a football toss

Living there, you've probably already done/seen all the touristy stuff. Seen this one - what kid wouldn't love it (I'd love it).

So I my son told me that Sea World came and visited his school!!! and I thought amazing that's what we are doing...going to the beach and everything. But I am going to fill it with lots of fun events...so lazer tag and some go-carts seem like they may become part of the plan...Oh Yeah and I need a cake

A pirate-themed party . Make the invitations pirate maps leading to the location. At the party, give the boys/pirates new maps with various clues that lead to hidden treasure coins.

I can't imagine that someplace like Las Vegas wouldn't have some places like Mr/ Moose' Funland or the like' Chucky Cheese? places of this sort specialize in kids' birthday parties. Whatever you decide, I hope it's great!
Since you live in Las Vegas, you could make a "casino" type party. Make a wheel with numbers and have the kids pick a number, spin the wheel and they could win little prizes. Those gold foil wrapped chocolate coins would be great prizes. (I love those chocolate coins)
For my daughter's 10th birthday party, we took several of her friends to a fancy(ish) restaurant for lunch and then to a jewelry-making class. Too bad that won't work for boys....

One of the popular places here are the trampoline places. The good ones have dodgeball and foam pits as well as just trampolines....
