Testing continuity of a PV and what it means...

So I was having a discussion with someone on another forum, and they have got me thoroughly confused. I recently may have shorted out my ipv4, and someone suggested to test continuity TRHOUGH the atomizer with NO COIL ATTACHED, while it is on the ipv4. Positive probe on the positive pin of the atty, negative probe on the body of the atty.

In a normal, working device (batteries installed, device is OFF), would this show as continuous or not? Would continuity at this point be indicative of a short?

What if you installed a perfectly working coil on the atomizer, and then tested continuity at the same points (positive pin and body of atomizer), would the same device show as continuous or not?
