Are ecigs completely safe for you without nicotine?

I have been vaping 3mg for a long time now (Sub-Ohming) I started off at 18mg and went down to 3mg when I went to higher wattages.

If I was to use 0mg would it be completely safe for me? For example would my heart rate not go up ETC.
