Which one of these is best for use in a mech mod? In a 40w regulated box? Is the answer the same in each case? I've read that they're both good up to 20A, and the 25r has more mAh and is cheaper, so why/in what situation would the VTC be the better choice?

Both are fantastic batteries and work equally well in a mech or regulated mod.
The VTC4 is better at above 20A, in my opinion, because it runs cooler than the 25R at those very high current levels. You can push the VTC4 to 30A. I do not recommend doing that with a 25R.
