Best mod for beginners?

What is the best set up for beginners that aren't looking to chase clouds?

I don't know if there's a "best" setup, but I always recommend starting with a nice and inexpensive box mod (istick 30, Cool Fire 4 or Heatwave Defender) and a simple and affordable clearomizer like eleaf GS Air series (original GS Air, M, MS, or tank).

Can't go wrong with that setup, IMO.

For the sake of simplicity, and the fact you don't wanna blow huge clouds, I suggest an eGo one with the 1 ohm cl coils.

Since you didn't mention your budget, or if you want to build coils I would suggest a Reo with a bottom feed rda.
But if your on a budget, I would suggest the Istick tc40w with the kanger subtank, or one of the eleaf gs tanks.

A Heatvape Defender with an Eleaf GS Air M top would be a good start.

There's a lot of square type mods out there, so if you stop in any vape shop you can handle one. The Defender has rounded sides. If you like that shape - look toward getting a replaceable batt mod in the future - the Kbox mini is the same shape as the Defender. If you like the more square feel - look at a Joyetech VTC mini - again, for the future but right now the Defender (or an istick 30W) will fit your needs along with the GS Air M tank - which has good capacity.
