I'm a bit stunned your inquiry has languished with no responses...
Anyway.... one of the most accurate build box/ohm meters can be found at
USA Ohm Meters. It has the usual one milliohm resolution, but more importantly it's accurate to less than 0.020Ω.
If you have no intention of ever going below about 0.35Ω or so... any cheap build box/meter will do.
If you want a DMM as well (and if you're working with mechs, or even rechargeable IMR
batteries, you
really should have one), there's the Kline MM1000 (with the very handy "min/max" feature)... which can be found at Amazon, Home Depot and eBay for $60~$65.
If you want to turn a DMM (standard test lead spacing only) into a mΩ meter... there's the
Tech-Thing milliohm adapter.
