If the chargers are by different manufacturers, they may act differently.

Generally speaking, most charger lights will be green by default. When a battery is attached, the light will turn red until the battery is charged and then return to green. See the below video at the 3:30 mark.



Concerning the batteries, again, it may depend upon the brand.

In addition to the above, make sure that the contacts on your battery and the charger are clean. I keep a small prescription style bottle of alcohol on hand that is dedicated to vape gear. I dip a qtip into the alcohol, then "wring" it out to get most of the liquid out. I use this to clean the contact on the charger, then "dry" it with the other part of the qtip. I do the same with the battery.
