Yes! The battery will take what it needs. 1 amp is fine. Too low a mah rating on the wall wart and too high a demand from the battery would cause the wall wart to overheat.
I use 2 and 3 amp wall warts regularly, they generate less heat.

I've used a Volt/Amp monitor to read the charge rates on phones and USB charged ecig batteries. In modern USB devices there's a load resistor installed in the charge circuit of the device that presents a designed load to the charger and controls the amount of current it draws. Most USB devices in ecigs and phones that I've monitored only pull about 900ma from the charger to prevent over-current draw and to prevent the device from stressing the charger.
It's easy to use. You just plug the meter into the USB charger and then plug the device into the meter. It reads the voltage and current delivered to the USB device simultaneously in the display.
