If you have several of the exact same battery, there's no need to do the first two steps on all of them.
You should ask the seller if they have fully charged the battery. If not, then it is likely at 40% already - it's how all batteries I've gotten from most vendors are at - Cignot, Heaven Gifts, most of China, although it may vary by vendor.
I think the best storage is cool and dark as in cupboard.
