Nice to see that RSPH found out what has been obvious since nicotine was discovered. The public perception is that nicotine is a carcinogen when it plainly isn't. If it was, casual exposure from things like broccoli could be fatal. Overcoming that mis-perception is going to be a tall hill to climb, but at least RSPH is well on the way to the top.
 
The problem is that people don't do any research on there own anymore. People automatically associate nicotine with tobacco because that is how it has been since the beginning. People just have that thing in their head that says nicotine=bad for you (it's certainly not good but you get my point)

If you "google" nicotine and cancer studies there are tons of them. Problem is that they all relate to tobacco use while, in fact, nicotine has been used to treat a number of ailments. Low information people are low information people. You can lead a horse to water but you can't make him take a bath. As long as the media continues to promote the narrative that nicotine is a carcinogen it will only get worse. Besides, they have the best of intentions.
